Culture, Art and Civil Society Organizations

Culture and art are the most important factors of public diplomacy. Cultural diplomacy may be defined as influencing addressee population by sharing opinions, life styles, sense of aesthetic and tastes. Cultural diplomacy is not only means of mutual communication between the societies but also among the triggers of social change and transformation. As a result of culture diplomacy, prestige of countries increase and their introduction is performed in the most economic ways. This provides concrete yields as tourism and export increase. For culture diplomacy, two basic factors may be mentioned. The first one is quite distilled and developed cultural accumulation. The second one is the existence of a strong accumulation behind the cultural accumulation, in military, political and economic respect. The important thing is these two factors to gain functionality in harmony and proportionally. In this regard, civil society organizations have great roles in extending culture and art and putting into life.
